New TeamSpeak servers are created with the main Server Admin account being the same as your TCAdmin login.
Click "Voice Servers" then click the IP address link of the server. These tools are very handy, in particular the user management tool allows you to grant and revoke SA without needing to know or change the users password (unlike webadmin for TeamSpeak).
What it does not have though is the ability to change the permissions for the different levels of users. For this you will need to use webadmin interface for TeamSpeak which can be found by placing the IP address of the server with the port :14534 put on it. This will open a blue page and login form. Use your login but make sure you add your own port into the port field on the login form. Many people don't realise they have to do this and wonder why it doesn't work.
You can set permissions how you want but we recommend you do not allow any user level to be able to grant server admin (SA) and that you do it with TCAdmin user manager. This will prevent your TeamSpeak server from being hijacked by users who trick admins into granting them server admin by using a shortcut. This is a very common thing and can be prevented using this method.
